An idli is one of the few dishes where swapping rice for millet changes almost
nothing on the plate and quite a lot in the bowl. The finished idli looks and
tastes close to what you expect. The batter, though, behaves differently at every
stage — it grinds differently, it rises less, and it firms up faster once
steamed.

use — four of them work straight off, one needs handling, and four
are not used for idli at all.
Which millet to use
Any of the four small millets replaces rice one-for-one in an idli batter. They
differ less than people expect, but the differences are consistent:

Not used for idli: bajra, jowar, browntop and proso. Bajra and
jowar are too strongly flavoured and their batters do not ferment into anything
pleasant; browntop and proso are traditionally cooked whole rather than ground.
There is no traditional recipe using them this way, and there is a reason for
that.
Why millet batter won't double
Fermentation in an idli batter is done by wild bacteria and yeast that feed on
starch and give off carbon dioxide. The gas has to be held in the batter to lift
it, and what holds it is the starch network the grinding builds. Rice is very
high in starch and builds a strong network, which is why rice batter climbs so
visibly up the vessel.
Millets carry less starch and more fibre and protein, so the same fermentation
produces gas that the batter holds on to less well. It rises, but modestly. This
is why the urad dal matters more here than it does in a rice idli — the air
whipped into the dal is doing a bigger share of the lifting, and it is why moving
from 4:1 to 3:1 fixes dense idlis more reliably than fermenting for longer.
The same fibre is why millet idli firms up faster on cooling, and why grinding
the millet coarse helps: a coarser grind keeps some structure and moisture that a

Where those numbers come from:
- Foxtail millet carries about 12.3 g protein and 8 g dietary fibre per 100 g — the highest protein of the small millets
- Urad dal adds roughly 25 g protein per 100 g, which is why the grain-and-dal pairing does more than either alone
- Steamed, not fried, and no oil in the batter — the fat here is only what you grease the plates with
- Millets sit in the medium GI band, and fermenting lowers it further; sambar alongside slows the meal down again
